You can always go to your server's root by browsing to http://localhost/ ( http://127.0.0.1/ ), but if you have a dial-up modem connection, other people will only be able to reach your site when your computer is turned on and connected to the Internet.
Also, if you have a broadband connection, and you use a firewall or a broadband router, you'll have other settings to configure. I can't help you with those, because I don't know the specifics of your hardware. If you want to assign a free sub-domain name to your IP (even if it changes every time you connect), check out my earlier post for a link.
