Alright, this is what I need. I will need atleast 20GB of bandwidth monthly, a good amount of storage (atleast 300 mb), capable of running a high traffic UBB, telnet access (not a necessity, but would be nice), unlimited pop3 email accounts, FTP access, subdomains, fast servers, and all the other goodies.  If anyone could point me to a host that will do all this and mor for me, please do. Im looking to spend no more than $30/month. Thanks.

Hostrocket is good, but I'm not sure about there cheap plans, the dedicated ones are great

They do allow them, however, they only allow UBBs that are small. Not even mid-sized. They will cut off the UBB for you if it starts to cause problems.

Travis, are you speaking from experince ? I switch to them a couple of weeks ago, my ubb will probally get 400,000 views this month, so I not sure what you are calling mid-size ?

How long have you been with diartstudio ? and how many times has your website been down ?
I have been with HostRocket for a couple of weeks and my site has already been down 4 times, one time was for over 5 hours. So this might be something for me to look at.

Yes, from personally experience. However, I don't remember how many page views I had then.
