Found out what I was doing wrong
Since the part at the end of ubb_lib.cgi:

You have $counter new PMs since your last visit."already had quotation marks in them, my href tags were driving it crazy coz of redundant quotation marks:

You have $counter new PMs since your last visit."And it worked, hehehe... oh well...
