It can't only appear in the chat page if it's part of the menu - that template is common to every page. It's all or nothing by design.
How are you checking it? Are you going into chat then opening a new window yourself?
Who's online updates each time a page loads in threads. It's based on the most recently loaded script in the person's browser. So even if you go into chat and open a new window with the entrance page - your most recent who's onlin entry will show up at the entrance. You'll no longer show in chat.
Is that how you're checking it?
You need someone else to go into chat - stay there and not load anyother windows. Then you can check. It won't be accurate the minute people open up another window. That's my hunch on what you're doing.
