OK, so maybe your milage will vary. In my experience I have not spent all that much time making a site netscape compatible. Maybe my idea of "doing it right" is different than yours.
If you specify widths for all cells, that shouldn't happen.
Anyway, I'm not here trying to argue someones HTML abilities. Maybe it
is difficult to get a page working in NS but I don't realise it because I used to be a full time HTML coder
